A community development scheme was introduced by the Ministry of Haryana Resources & Development , Govt. of India in 1995. The various functions the cell is functioning are as below :- 
  1. Socio – economic survey and planning. 
  2. Man Power development and training . 
  3. Transfer of Technology
  4. Support Services 
  5. Dissemination of Information.
